在土耳其外长恰武什奥卢参与下，俄罗斯外长拉夫罗夫和乌克兰外长库列巴当地时间10日上午在土耳其南部城市安塔利亚郊外举行会晤。这是自2月24日俄罗斯在乌克兰开展特别军事行动以来，俄乌两国举行的最高级别会晤。
会晤结束后，俄乌两国外长分别举行新闻发布会介绍相关情况。
库列巴表示，乌方在本次会晤中的主要目标是开放人道主义走廊；各方谈到了停火，但在这个问题上没有取得任何进展。库列巴说，俄方提出如果乌克兰不投降，俄罗斯就不会停火，但“乌克兰很强大，我们不会投降。”
拉夫罗夫表示，俄罗斯在与乌克兰的最后一轮谈判中向乌方提出了解决方案的具体建议，乌方已经对此进行研究并将给出答复。他说，西方正在向乌克兰提供致命武器，那些给乌克兰提供武器并派遣雇佣兵的国家应当明白需要为自己的行为负责。
关于会晤中讨论的俄罗斯总统普京与乌克兰总统泽连斯基会面的可能性，拉夫罗夫表示，普京并没有拒绝与泽连斯基会面，但需要做一些准备工作。
Russian Foreign Minister Sergei Lavrov agreed to correspond with authorities on the situation in Mariupol, Ukrainian Foreign Minister Dmytro Kuleba said at a press conference. He said the country is ready to continue engagement to "stop war."
Russia is in no position to establish a cease-fire and is seeking surrender from Ukraine, the minister said. Ukraine will not surrender, Kuleba told reporters.
Russian President Vladimir Putin would not refuse a meeting with Ukrainian President Volodymyr Zelenskyy, but any such contact would have to be substantive with specifics, said Russian Foreign Minister Sergei Lavrov.
The foreign ministers from Russia and Ukraine have discussed the possibility of the Putin-Zelenskyy meeting, said Lavrov.

切尔诺贝利停电“对安全没有严重影响”

当地时间3月9日，乌克兰国家能源公司表示，切尔诺贝利核电站及其安全系统已完全断电，可能会发生核泄漏。因为断电后，该核电站无法冷却用过的核燃料。
据了解，切尔诺贝利核电站机组于2000年底全部关停，核电站也从此停止发电，但其乏核燃料储存库中还存有大约2万个乏核燃料组件。
随后，国际原子能机构（IAEA）在社交网络上发表声明称，停电对安全没有重大影响，因为核电站乏核燃料储存池的热负荷和冷却水容量足以在不需要电力供应的情况下有效地散热。
Ukraine said on Wednesday there was a danger of a radiation leak at the Chernobyl nuclear power station after electricity was cut off to the plant, but the UN nuclear watchdog saw "no critical impact on safety."
State-run nuclear company Energoatom said a high-voltage power line had been damaged during fighting between Ukrainian troops and Russian forces, and that it had been cut off from the national power grid.
It said "radioactive substances" could eventually be released, threatening other parts of Ukraine and Europe, if there was no power to cool spent nuclear fuel stored at the plant that suffered the world's worst nuclear accident in 1986.
Foreign Minister Dmytro Kuleba said reserve diesel generators could power the plant for only 48 hours.
"After that, cooling systems of the storage facility for spent nuclear fuel will stop, making radiation leaks imminent," he said on Twitter.
The International Atomic Energy Agency (IAEA) said on Twitter that the "development violates (a) key safety pillar on ensuring uninterrupted power supply" but that "in this case IAEA sees no critical impact on safety."
The IAEA had warned on Tuesday that the systems monitoring nuclear material at the radioactive waste facilities at Chernobyl had stopped transmitting data.

美国副国务卿维多利亚·纽兰8日承认，乌克兰有“生物研究设施”，美方正同乌方合作，防止那些“研究材料”落入俄罗斯军队手中。

中国首批人道救援物资启运前往乌克兰
中国外交部发言人赵立坚9日表示，经各方共同努力，苏梅地区百余名中国留学生已撤离风险区域。目前，在乌的绝大多数中国公民已经撤离。
赵立坚还表示，应乌克兰方面请求，中国红十字会将向乌克兰方面提供一批人道主义援助物资，包括食品、生活必需品等，价值500万元人民币。3月9日，首批物资已经从北京启运，后续将通过适当方式尽快交付乌克兰红十字会。
The first batch of Chinese humanitarian aid has left Beijing for Ukraine, China's Foreign Ministry spokesperson Zhao Lijian told a press conference on Wednesday.
The shipment, which consists of food and other essentials, was part of a five million yuan (around $791,000) humanitarian aid from the Red Cross Society of China to the Ukrainian Red Cross Society, Zhao added.
